Looker is the right choice when governance and consistency are the non-negotiable requirement. It is also the strongest option for software companies that need to embed analytics into their own products through the Looker API.
Mixed environments, those with SAP and Salesforce and an existing cloud warehouse, often require deliberate layering: a modern data warehouse as the canonical data store, a semantic layer (whether LookML, dbt Semantic Layer, or another headless option) to define metrics centrally, and a BI tool chosen for the end-user audience rather than the data architecture. Increasingly, headless semantic layers decouple metric definitions from the BI tool entirely, making tool switching easier but adding infrastructure complexity.
Pricing at two hundred users runs comparably across all three platforms when Looker contracts are negotiated aggressively and Power BI uses capacity-based licensing. The cost argument rarely determines the final decision. The deeper questions are: Who builds the reports? Who governs the data definitions? What systems does the BI tool need to connect to natively? And what happens when the governance model breaks down at scale?
