By design. The OData URL is a thin passthrough: every Power BI refresh re-queries HubSpot. This keeps the data fresh, simplifies the security model (no shadow copy that could leak), and removes the “why is my report stale” class of bugs. Power BI itself caches per dataset on its own schedule.
